My Complaints

I began filing Official Formal Complaint's against the Vancouver Police Department for Neglect of Duty in regard to Angela's lack of investigation in July 1999. It took considerable time and effort researching police codes, conduct and regulations. Prior to filing I wanted to be positive I followed all protocol. It was essential my complaint would be taken seriously and not discarded because of a technicality.

Decision Stands

I feel it is extremely important for the public to be aware of how to file a Police Complaint Commissioner Formal Complaint and the procedures involved. Many individuals are under the impression if you write a letter, call to complain or visit your local police detachment to complain it is then recorded as an official complaint. Unfortunately this is not the case.

If you are planning on filing a Formal Complaint with the you MUST request Form (1) record of Complaint, fill it out and don't forget signing and dating it. This form can be obtained from the Office of the Police Commissioner. They will ask you which police force it is in regard to and the reason. You do not have to elaborate with anyone over the phone or in person to obtain the form.

RCMP Violent Crime Linkage Analysis System (ViCLAS)

When Angela vanished she was not entered into the RCMP ViCLAS until 3 months or more had past. The Vancouver Police neglected to enter our daughter Angela into this vital database. Police departments need to be made aware how crucial ViCLAS is and not delay entry into this database because it may take several minutes of an officer's time to fill out a ViCLAS booklet.
